My Role in Health, Safety, and Prevention
I am an HR Administrative Assistant primarily dedicated to Health and Safety, and also serve as a Prevention Assistant for the Grand Pontarlier Community of Communes, the City of Pontarlier, and the CCAS (Municipal Social Action Centre).
This dual role involves assisting the Prevention Advisor, monitoring the Occupational Risk Assessment Document (DUERP), participating in the Workplace Accident Working Group, managing the follow-up of custom-molded hearing protection for staff, and overseeing the administrative aspects of the prevention program.
My HR responsibilities mainly include workforce monitoring (dashboards, organizational charts) and employee representation committees.
Key Benefits of TDC Sécurité Software
The TDC Sécurité software has been used within our organization since 2012. It has allowed us to consolidate and unify our various legal entities and reorganized departments. I have been responsible for monitoring the Occupational Risk Assessment (DUERP) for a little over three years.
In my opinion, the software contributes to the prevention policy that has been implemented, which has led to a reduction in workplace accidents observed over recent years. I recommend the software because I appreciate its user-friendly design as well as the responsiveness of the support team in meeting my needs. The initial training provided by Knowllence made it easier for me to get started with the tool.
In 2022, we decided to upgrade to the new version of the software (Jura approach). To do so, a data migration was necessary. This new approach to the software offers significant time savings thanks to the ergonomics of a single dashboard that centralizes all information.
Presentation and Updating of the Occupational Risk Assessment Document
I schedule meetings with each Director and/or Manager once or twice a year, sharing the relevant dashboard for their area. During these meetings, I present the identified risks (requesting additions if necessary) and review the status of preventive measures (validation and updates). The Director then sets their priorities and establishes their action plan. We have chosen not to make this new tool overly complex.
For these presentations, I use a simplified view (with hidden columns) to make the meetings more efficient, while I utilize the full view when conducting the Occupational Risk Assessment Report (EvRP) to follow up on the Prevention Advisor’s report.
The tool is also presented during the F3SCT meetings (Specialized Committee on Health, Safety, and Working Conditions). I display the overall structure (which outlines our organization) and verbally update attendees on the progress of actions and the meetings held with the Directors. The software generates statistics that I refine for my “F3SCT” presentations: These sessions bring together a diverse audience with varying levels of Health and Safety expertise, including employee representatives, elected officials’ representatives, general management, Health and Safety Officer, the Prevention Advisor, and HR.

Safety presentation in Addition to the Safety Quarter-Hours
In collaboration with the Prevention Advisor, I have implemented safety animation sessions focused on the Occupational Risk Assessment Document, aimed at all staff, building on the concept of the “safety quarter-hour.”
The objective is to conduct engaging, approximately 30-minute meetings per department. This initiative helps explain the document and better involve frontline staff in the occupational risk assessment process. The safety session is delivered in the form of a quiz, supported by an excerpt from the TDC Sécurité organizational chart, an initial risk assessment table, and “Questions and Answers” around the objectives and importance of the Occupational Risk Assessment Document.
To date, I have conducted twenty-eight safety animation sessions with 237 staff members. Feedback has been generally positive, as these sessions also provide an opportunity for colleagues to discuss health and safety related to their work. Participants show interest in accessing the software and understanding how it is updated with their Director and/or Manager.
A Few Words from Mr. Couturier, Prevention Advisor
It is not easy to make prevention initiatives sustainable — it requires a great deal of perseverance and commitment. The involvement of Mrs. Charline Thibert in coordinating the Occupational Risk Assessment Document, along with her energy and dedication, has enabled an unprecedented level of responsiveness and quality dialogue with department heads regarding the implementation of preventive actions.
Mrs. Thibert’s role is also cross-functional, both in communicating with staff about the Occupational Risk Assessment and in supporting managers in adopting and using the Knowllence software.
The TDC Sécurité software, as a prevention tool, remains a key pillar of the prevention policy that has been in place for many years.
Scope
We manage the Grand Pontarlier Community of Communes, the City of Pontarlier, and the CCAS, representing approximately 520 staff members across seventy different professions — ranging from conservatory teachers to road maintenance workers, and from tour guides to nursery school assistants. These roles are spread across around forty facilities.
Our organization is structured into four departments, comprising a total of seventeen directorates.
